Minutes from the Annual Parish Meeting held on Tuesday 28th May 2019 at 7.30pm in Fearby Village Hall

The minutes of the previous Annual Parish Meeting were approved and signed by the chair.
Parish Reports – added at the meeting held on July 25th 2017
Colsterdale – no report for Colsterdale as no councillor but a member of the public reported that there have been several drones flying over the houses at Colsterdale causing some consternation to residents.
Ellingstring – the roadside gullies still prone to flooding. Some have been repaired, others have not as still cause problems.
The annual Ellingstring BBQ will take place in July, courtesy of Mr and Mrs Yates.
Fearby –There have been several planning applications:
Yew Tree Farm has been approved
Speeding through the village is still a problem. There is now a garden waste collection from HBC although this is a paid for service.
Super Fast Fibre Broadband arrived with mixed results.
Healey –
1. The flooding outside the church continues to be a problem. Contractors have been and inspected the site, and declared that the gullies have collapsed and need replacing. This will be reported again to highways.
2. Kell Bank School. – currently is not going to be federated with other schools, population has risen a little.
3. The traffic to Rosebud Preserves is controlled.
4. Internet speeds are much better.
5. Planning applications ongoing
Ilton –
There have been a couple of planning applications, Lobley Cottage application was refused; Rose Cottage has been approved.
The passing places have been installed as per planning approval for Farm Adventure, Hill Top Farm.
The Annual Meeting closed at 7.50
The next Annual General Meeting will be at the May meeting in 2020

The minutes of the previous Annual Parish Meeting were approved and signed by the chair.
Matters Arising from the previous annual meeting – Road side gullies are still prone to flooding, and the councillors asked why they are not regularly emptied. Cllr Verity agreed to join the parish portal to report highways issues.
Flooding is occurring on the road to Ellington from Masham approximately 100 yards from the junction. Clerk to report.

Holly Tree
Yew Tree Farm – refused
The road to the sewerage work has not been repaired and Yorkshire Water are leaving the gates open which risks livestock.
The Wild Flower Meadow was cut.
Healey –
1. Healey Lake appears to be under control.
2. Kell Bank School. Appears to be going well. Headmistress retires at the end of the school year.
3. Traffic to Rosebud is much reduced with the new facility in Masham.
4. Traffic speeds continue to be an issue, but no specific incidents this year.
5. Internet speeds between 10 and 25 mbsp through BT and Crabtree (ITS Technology Group).
6. New Bridge on Cote Lane has been used.
7. Springwood Farm : For sale – ripe for conversion - waiting for the planning.
Ilton –
The footbridge over Sole Beck, at the bottom of Ilton Bank has been replaced by North Yorkshire Highways. There have been 4 planning applications dealt with this year, all supported by the Parish Council.
17/04830 – North End, Conversion and rebuild of outbuilding to provide additional accommodation. Refused by Harrogate, appeal in progress.
17/00797 – North End, Demolition of existing building and erection of annex. Approved by Harrogate.
17/05232 – Hill Top, Change of use agricultural buildings to accommodation. Approved by Harrogate.
17/05233 – Hill Top, Retention of farm based educational facilities. Approved by Harrogate.

Minutes from the Annual Parish Meeting held on Tuesday 30th May 2017 at 7.15pm in Fearby Village Hall

There were several members of the public present for the training exercise for the emergency plan which was hosted by Ian Spiers from HBC
Cllr K Marshall proposed that J Bellamy be elected as chair of the Parish Council, seconded by Cllr S Searle and voted in unanimously by the councillors.
Cllr G Verity proposed that B Gregg be elected as vice chair of the Parish Council, seconded by Cllr J Brearley and voted in unanimously by the councillors.
The Chair, Cllr J Bellamy informed the parish council that she intended to resign as chair at the next annual general meeting, but would remain as a parish councillor for Ilton. Therefore, the parish council will be seeking applications or proposals for a new chair in May 2018
The minutes of the previous Annual Parish Meeting were approved and signed by the chair.
At this point, the annual general meeting was closed, in order to complete the parish council meeting for May before the training exercise for the emergency plan which was presented by Ian Spiers with input from the members of the public and the parish council.
The parish reports will be covered at the meeting in July and added to these minutes
